I worked with Tom for years at DOT, and we traveled together to NYC twice a week for 7 years. Even though I was his supervisor, I think we both knew I worked for him!
From him I learned how to inspire people to follow you, and the importance of fighting for what you know to be right. To this day, I approach every problem or issue I face through the lens of “What would Carlo do?”.
On day in Penn Station as we were returning from a work trip, we found the platform that our train would be boarding from (Tom made it his business to meet and form a relationship with all the Conductors, so he had the inside track), and we waited at the top of the escalator. The escalator was running up, a trick the Amtrak uses to keep people from descending to track level before the train arrived. We had been there for 5 minutes when we both saw something on one of the escalator treads. As it was carried up towards us, we saw that it looked like a folded dollar bill. It struck us as strange that this bill should arrive seemingly from nowhere.
We smiled at each other as we watched it being carried toward us. The escalator carried it to the top and deposited it at Tom’s feet. He bent to pick it up and to our surprise it was a $50 bill! We were stunned, and I said something like “Someone is going to miss this!”. Tom didn’t comment, just slipped it into his pocket.
About 5 minutes later, we were approached by a panhandler, a common sight then. As the man approached us asking us for change, Tom dropped the folded bill into the man’s Styrofoam cup. The man barely nodded, but as he turned away he glanced at the bill, and seeing that the “dollar” was a $50, his eyes bulged and he missed a step. He turned to murmur thanks, but Tom was looking in another direction. I said to Tom that that was very generous, and he shrugged, saying that the homeless man needed it.
Tom did what was right. He took a random gift and passed it on to someone else. Not for thanks or recognition, but because it was the right thing to do.
I learned a lot from Tom. We all knew his sense of humor, his quick “shots” and easy laughter. His work ethic and his stubbornness when he believed he was in the right. But I wanted to tell you of his selflessness. Thanks Tom!

To Tom Carlo's family - I was very sad to see the passing of Tom Carlo. I worked with him at the NYS DOT Soil Mechanics Bureau for many years. I also experienced many of those "jokes, quips and cracks", but tried my best to respond in kind. Tom was a good friend and I am very thankful to have met and worked with him. Once upon a time... all I remember was running through his house with Suzy and him yelling for us to take it outside... which by the way when you are young, was the size of a jungle!!
